Nico van der Windt is director within the Faculty of Economics of Erasmus University Rotterdam responsible for the 'third flow of funds' (i.e. funds paid by external clients for educational services or research), and senior advisor of ECRI. He has an international experience of over 25 years in research and consultancy in the field of economic policies in many countries. As director of SEOR and before as director of the division of Macro and Sector Policies of the Netherlands Economic Institute he has participated as project leader in a large number of international projects. He is an economist with a specialisation in macroeconomic policies and public finance. In addition to economic policy advice to governments, he has been active in a large number of evaluations of public sector programmes and projects. Since a few years he is involved in monitoring the EU aid programme to a couple of countries, which also includes monitoring of the procurement procedures applied in these countries. As fellow of ECRI he participated in the research team that dealt with the pros and cons of auctions and beauty contests. Nico van der Windt was also member of the research team that evaluated the Dutch UMTS-auction.
